Scott Shapiro
Partner
Scott served with Lexington Mayor Jim Gray for his two terms in office, helping Lexington to thrive as the city’s Chief Innovation Officer. In that role, he initiated and led Lexington’s successful Gig project, which resulted in the deployment of a privately funded $100M citywide fiber-optic network, making Lexington the largest gigabit city in the country.
Scott also managed Mayor Gray’s reform of the city’s long-troubled police and fire pension system, called “a template for fixing America’s public pensions” by Bloomberg Markets. It saved the city $150M and secured a dignified retirement for a generation of policemen and firefighters.
Scott has consulted in the fiber-optics industry, and he continues to work on his discovery of a new species of American city, the University City, by writing and speaking about the concept’s bright predictions for Lexington, Ann Arbor, Madison, and other peer cities.
At the start of his career, Scott built and sold a tech-focused marketing company in New York City. He holds a BA from New York University and an MPA from Harvard’s Kennedy School of Government.
